The United Nations Office on Drugs and Crime (UNODC) is the leading United Nations entity responsible for combating illicit drugs, transnational organized crime, corruption, and terrorism while promoting justice and the rule of law. Established in 1997 through the merger of the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC works with Member States to strengthen legal frameworks, build institutional capacity, and support international cooperation in addressing emerging security challenges. Its mandate covers drug control, crime prevention, criminal justice, anti-corruption, counter-terrorism, and efforts to combat transnational organized crime. In the forthcoming session, UNODC is expected to discuss “Addressing Narco-Governance and the Role of Transnational Drug Trafficking in Sustaining Parallel Economies and Illicit Systems.” This agenda requires analyzing how drug trafficking networks undermine governance, strengthen illicit economies, and weaken state institutions across affected regions. The background guide will examine the evolution of transnational drug trafficking, assess the relationship between organized crime and governance failures, and evaluate existing international frameworks aimed at disrupting illicit networks and strengthening the rule of law. It is anticipated that delegates will partake in debates that seek to develop effective strategies to combat narco-governance and transnational drug trafficking. This involves critically analyzing existing international mechanisms, proposing measures to strengthen cross-border cooperation, and promoting institutional capacity to dismantle illicit financial and criminal networks. In addition, delegates will discuss the socioeconomic impact of parallel economies and explore approaches that reinforce sustainable development, governance, and long-term stability. The objective of the committee is to formulate comprehensive strategies that disrupt transnational drug trafficking networks, strengthen state institutions, and counter the emergence of narco-governance and illicit parallel economies.
